Energy Management Policy

Billion Electric regards improving energy efficiency, reducing energy consumption, and implementing energy-saving management as a key foundation for sustainable operations. We are committed to aligning with the ISO 50001 Energy Management System, continuously enhancing energy performance, and applying systematic approaches to improve operational efficiency and reduce environmental impact—working together with society toward a more sustainable energy future.

In 2025, Billion Electric’s Yilan Plant adopted ISO 50001:2018 by implementing an energy management system and establishing a cross-functional Energy Management Team. Through systematic execution, we ensure measurable energy-saving results by setting energy-saving targets, holding regular review meetings on energy use and improvement priorities, tracking the performance of energy-saving projects, and encouraging employees to proactively identify opportunities for efficiency improvements—thereby enhancing overall energy and resource effectiveness.

The Billion Group’s energy consumption in 2025 is shown in the table below. Compared to 2024, total energy use decreased by 755.51 GJ, and energy intensity fell by 0.3 GJ per NT$1 million in revenue.

  1. Electricity is converted using a heat value of 1kWh = 0.0036GJ.
  2. Fuel heat values are calculated based on the 2023 Energy Statistics Handbook by the Bureau of Energy and the EPA's GHG Emission Factor Management Table, Version 6.0.4. The calorific values used are as follows: gasoline ‒ 7,609 kcal/L; diesel ‒ 8,642 kcal/L; liquefied petroleum gas (LPG) ‒ 6,635 kcal/m³. Conversion: 1 kcal = 4.184 kJ. Electricity heat value is calculated as 1kWh = 0.0036 GJ.

Energy Conservation Achievements

Each year, Billion Group remains committed to energy conservation and carbon reduction, regularly reviewing energy use across sites and identifying opportunities for further improvement. In addition to promoting daily energy-saving practices, such as turning off lights, using remote air-conditioning controls for smart cooling, using air circulators to reduce air-conditioning demand, replacing faulty fluorescent fixtures with LED lighting, and adopting electronic forms and approval processes to reduce paper use, the Company continued to implement energy-saving upgrades in 2025.


In 2025, the Company replaced a total of 62 LED panel lights. Compared with traditional T-bar fluorescent fixtures, this is expected to save approximately 14,756 kWh of electricity and reduce carbon emissions by approximately 6,994 kg based on 2,000 hours of use. NoonSpare completed the full replacement of LED tube lights at the end of 2023 and maintained a 100% LED lighting usage rate in 2025. It also introduced and continued to optimize smart meters, increasing electricity monitoring frequency to real-time monitoring every 15 minutes to effectively track electricity use trends and abnormalities, thereby enhancing energy management efficiency.


Due to the intermittent and unstable nature of renewable energy, nighttime peak electricity demand in Taiwan has become more challenging, increasing the difficulty of grid dispatch. In line with the government’s green energy policies, Billion Group has actively invested in the renewable energy sector and developed energy storage sites across Taiwan, making effective use of idle land and rooftops to increase
the share of green electricity generation.


As of the end of 2025, the Group had completed 24 front-of-the-meter energy storage sites and five behind-the-meter energy storage projects. By rapidly responding to grid frequency fluctuations, energy storage systems help mitigate grid volatility. By storing surplus renewable energy, these systems improve the utilization and stability of renewable energy, reduce the risk of power shortages during Taipower’s peak demand periods, bridge electricity supply gaps, maintain a stable power supply, and support the development of the green energy industry.
